全球注目的川金會落幕，學者認為，美國總統川普、北韓領導人金正恩雖然在會談中表現誠意和互動，但雙方談成的內容很難實行，所以象徵意義大於實質意義。未來中美兩強在東亞上的重心，應該會轉移到南海上面，美國近來在南海和印度洋上有許多動作，值得大家注意。

中正大學戰略暨國際事務研究所助理教授林穎佑接受《NOWnews今日新聞》訪問表示，川金會表現出誠意和互動，但雙方談成的內容很難去實行，因為北韓不可能棄核，金正恩現在能跟美國走上談判桌，就是因為北韓握有核武，金正恩說要棄核，中間有很多技術性細節很難定義；至於川普說美國會從南韓撤軍，可行性也相當低，畢竟美國只說要和南韓停止軍演，南韓就對此有許多反應，未來美國若從南韓撤軍，下一個是不是從日本撤軍？或是從其他國家撤軍？美國將不可能達到穩固盟邦的作用，所以看川金會雙方提出的內容，實行上都相當困難，象徵意義大於實質意義。

林穎佑指出，不過這次川金會，各國都有達到自己想要的目的，北韓這次得到和美國平起平坐的地位，直接和美國交流，新加坡也透過這次美朝的高峰會，達到了很好的宣傳效果，要注意過去辜汪會談、馬習會也都在新加坡主辦，未來各國要談論重要大事，可能都會先將新加坡列為首要會談地點，所以新加坡算是這次川金會的最大贏家。

相較新加坡的巨大收穫，南韓可能是川金會中損失最多的，因為兩韓目前的狀況已經緩和下來了，但現在美國直接越過南韓和北韓談事情，更說出美韓未來可能不會再軍演，未來美國是否又跳過南韓和北韓談判，讓南韓陷入更危險的狀況，也是也可能的。而川金會前，大陸國家主席習近平和金正恩之間也有很多互動，雙方應該談論不少事情，所以不能說中國大陸完全在狀況外，變成邊緣人。

至於川金會後，中美兩強會不會把力量轉移到台海上面？林穎佑說，中美之間有很多事情需要處理，與其說會把力量放在兩岸，不如說會把重心轉到南海、印度洋上，畢竟美國日前才把太平洋司令部改名為印太司令部，代表美國將會在南海有新的作為，美、日、印不久前也在關島舉行馬拉巴爾聯合軍演，在大家都在關注川金會的同時，美國的這些動作值得國際社會注意。
